Why we focus on Orange & Seminole — and not the whole state
ADU rules are hyper-local. The City of Orlando has a different ADU code than unincorporated Orange County. Unincorporated Seminole County allows ADUs by administrative approval (no public hearing). Winter Park has design review. Lake Mary HOAs often restrict accessory structures. The difference between knowing your specific jurisdiction's rules and assuming "Florida code" is the difference between a 60-day permit and a 6-month appeal.

Unincorporated Seminole County allows ADUs in single-family residential zoning districts by administrative approval — no public hearing is required. Each city inside Seminole County has its own ADU code. Lake Mary and Oviedo HOAs often restrict accessory structures, so a buildability review is critical before design.
