What's different about land in Volusia County
Volusia's Natural Resource Management Area overlay and the springs rules around Volusia Blue Spring can change what a west-side lot can hold. Lots on unpaved or privately maintained roads draw extra review on access and road maintenance before a permit will issue.
Minor splits in unincorporated Volusia are reviewed by Planning and Development Services when the new lots meet the zoning minimums and have legal access. Unpaved-road frontage is the issue that most often turns a simple split into a negotiation.
Volusia rezonings go to the Planning and Land Development Regulation Commission and then County Council. The comprehensive plan's land use category, and the NRMA where it applies, frames what staff will support.
DeLand, Deltona, Orange City and DeBary sit next to large unincorporated areas. Annexation is typically tied to city water and sewer, and some cities ask for an annexation agreement before they will extend service.
Every service, priced
Prices shown are Brightview's fee. Surveyor, engineer, attorney and government fees are quoted in writing before anything is ordered and paid by you directly to the provider, never marked up.
100% fee credit toward construction
When you build your home, ADU or garage with Brightview Homes, every dollar you paid Brightview for due diligence, entitlements and demolition coordination is credited back against your construction agreement. Pre-construction fees are credited in full against the construction contract price at signing.
- Applies to full-cycle building agreements (a home on your lot or custom home, a turnkey ADU, or a custom detached multi-car garage or workshop) with a contract value of $100,000 or more.
- Fees are earned as each filing, audit or field visit is completed and are not refundable. The credit is applied against the final construction draw or the pre-construction contract balance, never paid out in cash.
- Credits stay valid for 12 months from delivery of the completed work or permit closeout.
The credit covers Brightview's fees. Surveyor, engineer, attorney and government fees are paid directly to those providers and are not part of the credit.
Four phases, one builder, your fees credited
Start wherever you are. Most clients begin with a $495 due diligence audit; some come to us with entitlements done and plans in hand. Brightview fees along the way are credited toward the build.
